Centre for Security Studies

The Centre for Security Studies (KEMEA) of the Greek Ministry of Public Order and Citizen Protection has been established as the Ministry’s think tank on security policies. KEMEA is a scientific, consulting and research agency, whose purpose is to conduct theoretical and applied research and to produce studies, particularly at a strategic level, on issues concerning security policies. KEMEA has been gained extensive experience through the operational planning and implementation phase for the Security Program for the ATHENS 2004 Olympic Games period; the security plans revisions and the lessons learned that followed the terrorist attacks in the New York World Trade Center; Madrid and London, the Athens 2007/2009 forest fires and the table top/real exercises that have been organized for this purpose. KEMEA is staffed by high rank Active Officers of the above agencies and civilian security experts from the public/state sector.

KEMEA has been appointed in 2011 (Presidential Decree No39/06.05.2011) as the “National Contact Point” for the protection of ECIs (“ECIP contact point”) of Directive 2008/114/EC of the Council of December 8th 2008 “regarding the definition and designation of the European Critical infrastructures and the assessment of the need to improve the protection of such infrastructures” KEMEA has the ability (under his constitution law) to utilize the resources (personnel and assets) of the supervised Agencies of the Greek Ministry Of Public Order and Citizen Protection (Hellenic Police, Fire Corps, National Intelligence Service and Civil Protection) KEMEA is successfully participating in 26 already funded Projects under the 7th Framework in the Area of Security, Space and ICT, while 2 projects are under ESA.

KEMEA has extensive experience in identifying end user needs /operational needs and requirements and transforming them into system requirements. Over the course of the years and different projects KEMEA’s various studies have been successful in identifying critical omissions, essential additions and introduction of innovative features in novel security related solutions. Through KEMEAs’, active involvement in the planning process for protecting Governmental Buildings and related assets valuable planning guidelines and constrains have been extracted and successfully used to consolidate proper security measures and policies. In addition, KEMEA will also promoting the progress and the results of VASCO to the End Users community in Europe and in Greece through its broad networking.
